Request for Proposals: Enhancing Heat-Health Resilience in Freetown

Organization: C40 Cities & The Rockefeller Foundation

C40 Cities, with support from The Rockefeller Foundation, launched a Request for Proposals to implement the Freetown Heat Health Resilience project. Targeting rising heat-related health risks, this 11-month initiative aims to enhance early warning systems, establish a multi-sector Heat Health Taskforce, and integrate heat data into Sierra Leone’s national health system. The selected consultancy will lead activities including climate-health vulnerability mapping, training of 500 healthcare workers, development of a public communication toolkit, and community outreach to 60,000 residents using mobile sensors and digital tools. The project also includes technical advocacy for integrating community-level data into the Ministry of Health’s Management Information System. Applicants must demonstrate expertise in climatology, public health, data science, and community engagement. Priority will be given to firms based in Sierra Leone or West Africa. With a budget up to USD 100,000, the deadline for proposals is July 11, 2025. This initiative builds on Freetown’s Climate Action Plan and Heat Action Plan.
